France introduces tuition fees for international students

Starting in September 2026, French universities will be required to charge non-EU students €2,895 per year for bachelor's programs and €3,941 for master's programs. Prior to this, most universities charged a symbolic €178 and €254—voluntarily, based on the principle of equal access to education. Now, universities have no choice.

Exceptions are allowed, but they are limited: no more than 10% students may be exempt from tuition fees.

The decision was announced in the middle of the admissions campaign for 2026/27, causing confusion for applicants who had already submitted their documents. The University of Strasbourg, which introduced differentiated fees before others, has already expelled 47 foreign students for non-payment, most of them studying without academic arrears.

Universities themselves are opposed: the France Universités rectorate association calls the measure contrary to the values of openness and warns of a serious deterrent effect for students from the poorest countries. The government, for its part, insists that higher fees will increase the prestige of French education and attract specialists in priority sectors.

Against this backdrop, Germany remains one of the few major countries where most public universities do not charge tuition fees for international students.

The myth that hinders students from making the right decisions

Among parents and students, the firm belief persists that graduating from Munich's Studienkolleg will give one an advantage when applying to TUM.

That is not true.

There are no bonuses for Studienkolleg graduates. If you finish school with a grade of ~2.0 and Studienkolleg with ~3.5, you won't get into TUM (these are approximate figures, as the weighted average is what matters). If you meet someone who claims otherwise, tell them we're waiting for them to debate. And if you're the one spreading this information, you're welcome too 🤗

We are not discouraging students from Munich. But we are for every student to understand the real processes and make decisions in their own interests, rather than based on myths.

Elite universities in Germany: status update

The results of the evaluation of universities in the framework of the Exzellenzstrategie - a key support program for Germany's top universities.

The good news is that the 10 universities re-evaluated have been positively rated and will continue to be funded for another 7 years from 2027.

A university that has dropped out of the program:
- Universität Konstanz - did not reach the required amount clusters.

Do I need the SAT for admission to Germany?

The short answer is: most of the time no. In most public universities in Germany, the SAT is not a compulsory exam. But there are some programs where it is required:

  • Mechanical Engineering at Karlsruher Institut für Technologie (KIT)
  • Data Science at KU Eichstätt-Ingolstadt
  • Computer Science at Universität des Saarlandes
  • Data Science and AI at Universität Bayreuth

An alternative to the SAT is the TestAS. This is a standardized test for international students that is often accepted by German universities as an indicator of academic readiness.

Where to study for an IT degree?
